Yes. Clamps are not included — you'll need two stainless clamps (one for each end) sized to fit your 1.50" and 1.75" ports. Worm-drive or spring clamps both work.

Can I use this for coolant, fuel, or vacuum lines?

This is built for coolant and intake applications. Do not use for fuel — silicone isn't fuel-compatible. Vacuum applications work fine if your line pressure is low.

How do I know if this will fit my ports?

Measure your two connectors with calipers to confirm one is 1.50" ID and the other is 1.75" ID. If your ports are metric or odd-sized, this won't work — you'll need a different reducer or custom hose.
