Can I use this on a stock exhaust or only aftermarket tubing?

Band clamps work on any smooth exhaust pipe within the 3" diameter range—stock or aftermarket. Make sure your pipe diameter matches the clamp capacity before ordering.

Does mild steel need to be painted or treated before installation?

Mild steel will develop surface oxidation over time when exposed to heat and moisture. You can paint it with high-temp exhaust paint before install if you want to slow that process, but it's not required for function.
